Why can't passes be canceled after they have been "printed/downloaded"?

Attractions donate a specific amount of passes to us based on what they are able manage on their end, and this is the only we can insure we stay within those agreed upon amounts. It also allows us to provide the attractions with accurate statistics, which is important to them for managing attendance and for budgeting purposes.
